AI UGC in 2026: What It Is, 5 Tools Compared and When It Works

Short answer: AI UGC is a UGC-style video ad in which an AI actor speaks to camera instead of a real creator. Whether it pays off is decided by a test: run it against real creator ads, compare the win rate, and if the two tie, keep the cheaper AI ads.

AI UGC in five facts

  • MakeUGC, Arcads, Creatify, HeyGen and Higgsfield range from a free plan to $149/mo, read on each tool's own pricing page on 19 Oct 2026; Arcads shows no price outside its app.
  • A real creator costs from $100 per video on Insense, before usage rights and the platform plan.
  • TikTok lists AI-generated media as a mandatory ad disclaimer.
  • The FTC does not ban AI avatars, but an avatar presented as a real customer's testimonial can break its rules.
  • Brands that see the same win rate from AI UGC and creators keep the cheaper AI ads (Simon Beno, Selzee co-founder).

What is AI UGC?

AI UGC is a user-generated-content style ad made with AI: an AI actor holds the product, talks to the phone camera and reads your script. It copies the look of creator videos without hiring a creator. There are three ways to get a UGC-style ad, and they differ in cost, speed and how real they look.

AI actor video (AI UGC)

Example: a Creatify AI actor

An AI avatar reads your script on camera. Ready in minutes, priced in credits, and some viewers can tell.

Real creator video

Example: an e.l.f. creator ad on Meta

A person films themselves with your product. Days per video, paid per video, and the most believable.

See it in the Meta Ad Library

Static UGC-style image

Example: a Huel static ad on Meta

A phone-style photo, a person holding a sign or a post screenshot. No video at all, and the cheapest of the three.

AI UGC tools compared: what they cost today

Prices checked 19 Oct 2026

The five AI UGC tools that rank for "ai ugc", side by side. Each price is read from the tool's own pricing page. Where a tool says what one AI-actor video costs in credits, the table shows it; where it doesn't, it says so. None of these tools is ours: Selzee makes static image ads, not video. We compare static and all-in-one generators too in best AI ad generators.

Tool Free plan or trial Entry plan What one AI-actor video costs Where it falls short
MakeUGC $1 trial on any plan, no free plan $59/mo, or $29/mo billed yearly, 500 credits Varies by model, length and resolution Credit cost per video is not on its pricing page
Arcads 3-day free trial, 1,000 credits, card required No public price 800 credits per talking-actor video, so about 10 videos a month on Starter Price is shown only inside the app
Creatify Free plan, 10 credits a month, watermarked $15/mo, or $12/mo billed yearly, 55 credits 5 credits per 15-second avatar video, $1.36 each on Standard Longer and premium-model videos cost more credits
HeyGen Free plan, 3 videos a month up to 1 minute $29/mo, or $24/mo billed yearly, 600 credits Varies by avatar model and length Credit cost per video is not on its pricing page
Higgsfield Free plan, limited use €19/mo (euros, the price shown outside the US), 270 credits Varies by video model, priced per 5 seconds Shown in euros to us; no US price checked

Read on each vendor's own pricing or help page on 19 Oct 2026. Higgsfield shows prices by region, and from our server it showed euros only, so its figures are in euros. Arcads publishes no price outside its app; its help centre gives each plan's credits. Verified 2026-10-19.

AI UGC tools by the numbers

1 of the 5 has no public price (Arcads), and 1 shows us only euros (Higgsfield).

2 of the 5 have a free plan with video (Creatify and HeyGen); MakeUGC starts with a $1 trial instead.

2 of the 5 say what one AI-actor video costs in credits (Creatify and Arcads). For the other three you find out inside the app.

The five AI UGC tools, one card each

Each card shows the tool's page, what it is best for, its price as read on its own page, and where it falls short. The prices come from the same data as the table above.

MakeUGC

AI actor video ads with templates, product-in-hand shots and batch mode, from its own pricing page.

The catch: No free plan, and its pricing page does not say what one video costs in credits.

Pricing: No free plan, every plan starts with a $1 trial, then $59/mo Starter (500 credits), $79/mo Growth (1,000 credits) and $149/mo Pro (2,000 to 5,000 credits) month to month ($29, $39 and $79 a month billed yearly)

Best for: Brands that want many product videos and will pay to test them.

For your ad account: Start with the $1 trial and count the videos you get from one month of credits.

Arcads

UGC-style video ads with AI actors; its homepage now opens an AI ad agent that asks for your product link.

The catch: No public price, and the trial needs a card and charges for the Starter plan after 72 hours unless you cancel.

Pricing: No public price; plans by monthly credits, Starter 8,000 credits and Creator 16,000 credits, and one talking-actor video up to 2 minutes costs 800 credits. 3-day free trial with 1,000 credits.

Best for: Teams that want a large AI actor library and will price it inside the app.

For your ad account: About 10 talking-actor videos a month on Starter, by its own help centre.

Creatify

AI avatar video ads from a product URL, plus image ads and an Ad Clone feature.

The catch: Free exports carry a watermark, and longer or premium-model videos use more credits.

Pricing: Free plan with 10 credits a month and watermarked exports, then $15/mo Standard, $55/mo Pro, $95/mo Max and $195/mo Business month to month ($12, $44, $76 and $156 a month billed yearly)

Best for: The cheapest start with a stated cost per video.

For your ad account: $1.36 for one 15-second avatar video on Standard. Our Creatify review covers what users say.

HeyGen

AI avatar videos from a script, with a UGC avatar set and a free plan.

The catch: The free plan's 3 videos are 1 minute at most, and the credit cost of one avatar video is not on its pricing page.

Pricing: Free plan with 3 videos a month up to 1 minute, then $29/mo Creator (600 credits), $49/mo Pro (1,000 credits) and $149/mo Business (1,500 credits, $20 per extra seat) month to month ($24, $41 and $119 a month billed yearly)

Best for: Trying AI UGC for free before you pay anything.

For your ad account: 3 free videos a month is enough to test one angle against one creator video.

Higgsfield

A UGC builder with trend-style templates (selfie, outfit check, morning routine) on top of many video models.

The catch: Prices are by region, and video is priced in credits per 5 seconds that differ by model.

Pricing: Free plan with limited use, then €19/mo Starter (270 credits), €59/mo Plus (1,200 credits) and €129/mo Ultra (3,000 credits) month to month (€47 and €99 a month billed yearly for Plus and Ultra), shown in euros outside the US

Best for: Short trend-style clips more than talking-head product ads.

For your ad account: Check the price in your own currency on its pricing page before you plan a budget.

Does AI UGC work? Test it against real creators

AI UGC converts as well as real creators for some brands, at a fraction of the cost, and the only way to know for yours is a test. "There are brands where AI UGC converts equally as good, for fraction of the cost. So they always pick after testing the win-rate. If it's the same, they stick with cheaper AI UGC ads," says Simon Beno, Selzee's co-founder, from the ad accounts he works with.

The test design follows the basics in ad creative testing.

  1. Start from your best creator video

Run your best real creator video as a paid ad first. It is your baseline, and it may already be the winner.

  2. Make AI versions of the same angle

Write 3 to 5 scripts on that angle and try each with 2 or 3 AI actors. Our UGC script guide covers the hook.

HeyGen's example of testing scripts: seven versions of one AI avatar filmed in a car, two marked Winning Script
  3. Compare win rates, not single ads

Count how many AI versions beat the baseline and how many creator videos do. That share is the win rate.

  4. Keep the cheaper one on a tie

Same win rate: keep the AI ads and spend the difference on more tests. Creators clearly ahead: keep them for hero ads and use AI for hook variants.

What 20 ads a month cost: real creators vs AI actors vs static UGC images

Prices checked 19 Oct 2026

The same 20 ads a month, made three ways. Real creators are priced from Insense's per-video floor, AI actors from the cheapest tool that states a cost per video, and static UGC-style images from Selzee's entry plan. Selzee is our product and makes the static kind only. We covered finding, briefing and paying creators separately in how to find UGC creators.

For 20 ads a month Real creators AI actors Static UGC-style images
What it costs From $2,000 (20 x $100) plus an Insense plan from $500/mo billed quarterly $55/mo Creatify Pro: 280 credits covers 56 15-second avatar videos $75/mo Selzee Pro: 50 ads a month, 1 brand
Time per ad Days: the creator films, you review Minutes to generate, plus your edits Minutes: ready-made ads to approve
Looks real Most Some viewers can tell A photo style, no voice
Labels Disclose any paid relationship TikTok AI disclaimer, Meta and FTC rules apply (see below) Meta labels images made with its own AI tools

Insense: UGC campaigns from $100 per video, creator pay budgeted separately. Creatify: plan credits and 5 credits per 15-second avatar video. Selzee: our pricing page. All read on 19 Oct 2026.

Which should you use?

Four questions, then a pick and a runner-up. The rules follow the test above: when AI UGC wins as often as creators, the cheaper option wins.

Question 1 of 4

Have you tested AI UGC against real creators on the same angle?

AI UGC is legal in the US, but three sets of rules apply to it, and none of the top-ranking AI UGC guides we read covers all three. This is a summary, not legal advice; check with counsel before you run claims about health, money or results.

Rule What triggers it What you must do Source
FTC (US) An AI avatar presented as a real customer's testimonial, or an actor portraying one Do not present an AI actor as a real customer with real results. The FTC says it has "no blanket prohibition on the use of AI-generated avatars", but such an avatar "might be considered a testimonial" FTC Q&A, Nov 2024
TikTok ads Images, video or audio fully made or significantly changed by AI Turn on the AI-generated content disclaimer; TikTok lists it as mandatory TikTok Ads help, Sep 2025
TikTok Shop AI content in product promotion Label it; no AI "doctors" or "professors" for health products; no AI change to a product's size, colour or features TikTok Shop policy, 2 Sep 2026
Meta Ad images made or edited with Meta's own generative AI tools Meta adds "AI info", next to "Sponsored" when the image shows an AI-made photorealistic person; ads made with third-party AI tools won't carry it, per Meta Meta Help Center

Script lines that cross the line

The risky lines are the ones that make an AI actor a customer. "I've used this for 3 weeks and my skin cleared up" from an AI avatar presents a person and a result that do not exist.

Safer lines describe the product instead: "This serum has 10% niacinamide" or "Here's how to use it in the morning". Our UGC script generator drafts both kinds, so you can pick the safe ones.

What an AI label looks like in an AI UGC ad

Two example ads from Creatify's page carry the label on screen: Generated by AI, and on the supplement ad an FDA line too. The other two come from an AI UGC demo posted on Instagram under #aiugc: phone-style creator shots that would pass as real without the This is AI stamp. TikTok's disclaimer is a separate label the platform adds when you switch it on.

The cheaper third option: static UGC-style image ads

UGC style also works without video: a creator selfie with the product, a phone photo in a shopping basket, a POV caption over a home shot. Seven of these are static or first-frame ads that e.l.f., Liquid I.V., AG1, Glossier and Gymshark run on Meta today; the NYX photo is a creator's unpaid spec post from Instagram. Selzee makes static image ads only, no video or AI avatars, recreated from ads that run for months on Meta. One native-UGC ad, a product-in-hand photo with TikTok-style captions, ran 246 days before Selzee recreated it for a customer. More formats are in our UGC ad examples and image ad examples.

AI UGC: FAQ

What is AI UGC?
AI UGC is a user-generated-content style ad made with AI, usually a video in which an AI actor talks to the camera and shows the product. It copies the look of creator videos without hiring a creator. Tools such as MakeUGC, Arcads, Creatify, HeyGen and Higgsfield make it from a script or a product link. To make static UGC-style ads instead, start free with Selzee.
Is AI UGC legal?
Yes, AI UGC is legal in the US, with conditions. The FTC says it has no blanket prohibition on AI avatars, but an avatar presented as a real customer's testimonial can break its rules, and TikTok requires an AI-generated content disclaimer on ads. For static ads with no AI actor, try Selzee free.
Do you have to label AI UGC ads on TikTok and Meta?
On TikTok, yes: Ads Manager lists AI-generated media as a mandatory disclaimer, switched on when you create the ad. On Meta, the platform adds "AI info" to images made with its own AI tools and says ads made with third-party AI tools won't get the label. See static ads made for your brand, free.
Is there a free AI UGC video generator?
Yes, two of the five tools have a free plan with video. HeyGen's free plan gives 3 videos a month up to 1 minute, and Creatify's gives 10 credits a month with a watermark. MakeUGC starts with a $1 trial instead of a free plan. Selzee also starts free, with no card, for static ads.
Does AI UGC convert as well as real creators?
For some brands it does, and the way to know is a test. Run your best creator video, make AI versions of the same angle, and compare win rates; brands that see a tie keep the cheaper AI ads, says Selzee co-founder Simon Beno. To add static ads to the same test, start free with Selzee.
How much does AI UGC cost compared with a real UGC creator?
AI UGC costs a few dollars or less per video on plans with a stated cost, such as $1.36 for a 15-second avatar video on Creatify Standard. A real creator starts at $100 per video on Insense, plus its platform plan and usage rights. For static UGC-style ads from an entry plan, see Selzee.
Can you make money with AI UGC?
Some freelancers sell AI UGC videos to brands as a service, making them with the tools above. The rules still apply to the brand that runs the ad: an AI actor must not be presented as a real customer, and TikTok ads need the AI disclaimer. If you make ads for clients, try Selzee free for static ones.
Can I make UGC-style ads without video?
Yes. A static image in UGC style, such as a person holding a sign, a post screenshot or a product-in-hand photo with captions, needs no video at all. Selzee makes static ads like these from your website, recreated from ads that run for months on Meta. Start free with your store URL.
