Google ad settings now live in My Ad Center. Signed in, go to myadcenter.google.com and use the Personalized ads switch. Signed out, go to adssettings.google.com and turn personalized ads on or off for Search, YouTube and Web. Ads on partner sites have their own page at adssettings.google.com/partnerads.
With personalized ads off, you still see ads, but Google picks them from general factors like the time of day or the page you are on. In the Customize Ads tab you can see more or fewer ads about a topic or a brand, and the Sensitive tab limits topics like alcohol, gambling and weight loss. Customizing does not block a topic.
The Manage Privacy tab shows the data used for ads: account info like age range and gender, Activity on sites and apps, YouTube History and Areas where you have used Google. Each has its own switch. For advertisers, people with personalization off see ads chosen by context, so the creative has to work on its own.
